        DECISION MAKING ON THE FOLLOWING MEASURES
            (Deferred from February 23, 2000)


SB 2146       RELATING TO ELECTIONS                                JDC
           Adds  to  required  electronic  filing  of campaign
           spending report,  candidates  for  State  house and
           senate; increases fine imposed by campaign spending
           commission for corporation,  an  amount  equal to 3
           times the  amount  of  an  unlawful contribution or
           expenditure;  makes  the  knowing,  intentional, or
           reckless violation of  campaign  spending law for 2
           or more violations (or a part of a pattern intended
           to conceal  ongoing  or  past  violations)  to be a
           class C felony.

SB 2150       RELATING TO ELECTIONS                                JDC
           Requires filing  a  bank  statement  with final and
           supplemental campaign spending reports.

SB 2147       RELATING TO CAMPAIGN SPENDING                        JDC
           Limits campaign contributions  for state senate and
           county council candidates  in  the 2002 election to
           an aggregate of not more than $2,000.

SB 2413       RELATING TO ELECTIONS                                JDC
           Requires that campaign  contributions  in excess of
           the applicable limits  be  returned to identifiable
           donors and  then  to  the  Hawaii election campaign
           fund.

SB 2667       RELATING TO NO CANDIDATES FILED FOR AN ELECTIVE      JDC
           OFFICE
           Allows for  the  candidate  filing  deadline  to be
           extended  if  there  are  no  candidates  filed for
           office at the close of candidate filing.

SB 2670       RELATING TO ELECTIONS                                JDC
           Allows for the voting position to either proceed or
           follow  the   candidate's   name   on  the  ballot,
           depending on the requirements of the voting system.

SB 2668       RELATING TO VOTER REGISTRATION                       JDC
           Simplifies the  HRS  by  referring  to the national
           voting rights act and other applicable federal law.

 
SB 2666       RELATING TO ELECTIONS                                JDC
           Requires  that  election   day   officials  in  the
           counting center, control center, and delivering and
           collecting ballots shall  not  all  be  of the same
           party.

SB 2525       RELATING TO ETHICS                                   JDC
           Prohibits a board or  commission member from taking
           official actions that directly affect a business or
           undertaking in which that  person has any financial
           interest,  rather  than   a  substantial  financial
           interest.  Provides that ethics charges found to be
           unsubstantiated are to be  made  a matter of public
           record.

SB 2201       RELATING TO PUBLIC SERVICE                           JDC
           Defines and requires  "eligible public officers" to
           testify.
